As Velusamy pointed out, severely damaged sleepers can be crushed and used as aggregates. If not that damaged they can be used as building blocks for walls, partitions etc. If damages are concentrated over a small area, .the remaining part can be cut to form blocks of regular shapes.. .in highly damaged cases, they can be used for soil stabilization by grinding to fine powder. They can also be used in levelling and filling up of areas as and when needed
Conversion sleepers into blocks is difficult due to pre-stressed cables available inside. Grinding sleepers into fine power looks costly solution. Thanks for participation.

In my opinion, it is more important to consider how to reduce sleeper damage during service (edequqte maintenance, special reinforcement for sleepers in sharp curves, etc.). Moreover, concrete sleepers should not be used where they could be subjected to impact and where there is an unstable substructure.
