Many challenges affect developing countries from all angles, though some can be solved by ICT but it is greatly hindered by the unwillingness of the existing innovators to commit to the quest. for known and unknown reasons.

The question is more pertinent to demarcating to those who are accessing the Digital devices and to to those who are not accessing it
It can be said that the Digital Divide but how far it affects the stakeholders in developing and developed countries in particular.
Most of the activities were carried out by the ICT technologies in developing countries due to the extent of using these technologies at greater manner.
Of course, the technological challenges are common in developed countries also. Some US school students don't have laptops whereas the developing countries students have an opportunity to access these technologies on donors issued equipments or tax free digital devices issued by the certain Government like Kenya.
Each discipline has its own impact of using the digital devices accordingly but the Social Sciences have been intensified with different statistical softwares now a day.
Even the data collection method by Survey Monkey or online surveys etc could support the researchers in the modern trends.
On side of the digital challenges are numerous affordability to buy digital devices, lack of income, technological gap etc hindered the development of ICT usage and accessibilities.
I am in full agreement with Senapathy Marisennayya . Many have access to smartphones and other such devices, but the main problem is the cost of data that prevents people in developing countries from fully utilizing such devices.
Information and communication technology (ICT) can fast-track development, with applications across all 17 Sustainable Development Goals, but it remains that technology is never a solution per se: informed by needs, ICT must deliver context-appropriate solutions framed by a reform-oriented mind-set, requisite institutional structure and capacity, necessary set of skills, appropriate business models, and enabling policy and regulatory environments. Once these prerequisites are at hand or in train, there is great scope for the deployment of e-services and applications across the sectors and themes that development assistance aims to impact. Regrettably, it is easier said than done.
