The best tool for simulation of urban mobility is SUMO, and I have would recommend you use this with a commercial network simulation tool - NetSim (http://www.tetcos.com), which your university may get at educational prices. I tried a lot using NS3 / VEINS / OMNET++ etc and simply gave up since they are too difficult to use. The advantage with NetSim is that it has a built in interface to call SUMO, and also the codes are written in C and very easy to modify / debug.

According to my experience with NS3, it is very difficult to use and modify  for VANET despite the existence of some ready examples. One of my colleagues has developped a specific module of NS-3 for google challenge to be used for VANET ([email protected] ).  You can contact him for more information if you want. In addition the use of NS-3 as a protocol simulator with a mobility simulator is very contrainent to configure.

 you can find or create time stamping nodes as many as you want but make sure you have OmnET environment variables installed in you PC

routing is more necessary i think

You can try the VANETMobiSim/MOVE/SUMO for the traffic generation and the QualNet network simulator for network performance simulation .
