Your question is not totaly clear to me, but it seems that you are speaking about "strick slip fault" in soil.
Strick slip fault are tectonic faults with a major horizontal displacement (faille décrochante in french), hence if you have a buried pipeline in an active tectonic zone , the pipeline can be broken.
Geologist and engineers tooked into account the risk of severe soil displacement along the Trans-Alaska pipeline during the conception of the pipeline in the 70s. To avoid the, first the pipeline was not buried in the risk zone and thay put the pipeline on a syteme which allowed a "free movement".
