Bulk Materials? Not that I know of. Manufactured structures? Pretty darn close, but not exactly 100%.
It is both easy and common to make a coating of dielectric layers that reflects 99+% of a fairly broad range of IR wavelengths and transmits 99+% of a fairly broad range of visible wavelengths over a fairly broad range of incident angles.
the opposite is done with thin layers of metal. Wavelength short compared to the thickness reflect while longer wavelength transmit.
Thin layers are effectively 1D nanostructures. More flexibility in form and function can be achieved using 2D and 3D nano structures. The number of options abounds. 3D structures such as nanospheres come the closest to behaving like a material as you want. However, while you can transmit what you like, they won’t act like reflectors. At best you can get a bulk scatterer.
