Dear RG Comrades, Health care being rendered by the country is never to the optimum requirement to the ultimate effort to save every citizen, Can we complain about that? and every human protects him or herself to the best of saving or insurance facility --- Should we really encourage that? --- which is the most applicable and practical?

I feel the best is for the health care services to be improved. It is the right of every citizen to enjoy this. Government officials should be banned from seeking health care services or treatments from abroad. Doing this, I feel they will concentrate more on the facilities and personnel required.
I can`t agree more. In fact , we really need a clear definition of "right to health". Although WHO declared that “The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social condition” in 1946, my country-China-did not complete it.

These are good questions, but there are no easy answers. It's easy to say that the country should be responsible for health care, but so should be the individual.
When a country is made to be responsible, it means all of the citizens are paying for it, in the aggregate. This is not so different from health insurance, after all, except it applies to everyone rather than just the members of that one insurance company. One way or another, the economic base is paying for the health providers, those who make the medicines, those who develop the health care technologies.
And that's fine, as far as it goes. But then, is it not also the individual's responsibility, to be responsible? Simple things, like watching what you eat, not smoking, exercising, and so on. Once you know that your health care is being paid for by others, is it not your responsibility too, to be a responsible consumer of this health care?
