It is very simple. Assuming that 1 liter of water is equal to 1 kg water (if not, apply the corrections), you have to divide for MW of nitrate (62) or ammonium (18) and then multiply for 14 (AW of N). I hope I have correctly understood your question
I suspect the question is about converting a soil extract (mg/L) to concentration in the soil (mg/kg). (???)
In this case, you need to know the mass of soil and the volume of liquid used in the extractant.
Attached is an equation assuming 5 mg / L of N in the extractant, 20 g soil, and 50 ml of extractant.
This assumes everything is already in terms of N (NO3-N, etc).

Mass of soil = X gram
Volume of extract = Y ml
Concentration of NH4 (in the extract) = Z mg/L
Content of NH4 (in the soil) = (Z * Y)/X mg/kg
