I've heard of automated plagiarism systems provided by many journals nowadays picking up on similar content in published abstracts from conferences etc. and since these automated systems are a pre-requites to editors sending manuscripts for review, they are sometimes rejected outright until the text has changed to something unique (even if its the work of the author themselves describing the manuscript content at a conference)

Has anyone run into these issues with pre-prints, where automated plagiarism systems show a 100% match with the current manuscript submission of the pre-print, and the editor refuses to acknowledge it?
