Many researchers use ChemDraw to create graphical abstracts featuring the main chemical reaction in their work.
There are several options depending on your resources and experience in illustration or design.
If you want something professional you can hire an illustration or figure service in some editorial house (like AJE, Springer, Elsevier, etc) or hire a freelance (I work as illustration my self on www.researchgraphs.com)
Also, you can do it yourself. If your graphical abstract is simple and you have all the components required (like photos or figures) you can use a simple program like PowerPoint to just order it. If your graphical abstract requires to create a new illustration (like represent a molecule, an organ, an individual, etc) you can try to make it yourself using illustration software like Inkscape (free) or Corel Draw (Pay).
