The iterative TIN refinement algorithm (Axelsson 1999) is probably the best. It is implemented in TerraScan (Terrasolid) and in lasground (rapidlasso)

i would suggest you to use ENVI software (LAS Toolbox).

You may use the freely available ALDPAT software, which implements several ground filtering methods. You may also want to use the CloudCompare software, which incorporates the CSF algorithm, one of the most efficient ground filtering procedures proposed so far.
