I am about to validate a questionnaire in our country. Beforehand, I need to ask for the writer's permission for this process. I don't know what is the professional attitude for this? shall I ask the first author's or the corresponding author's permission?

I haven't understood your question in full. If your questionnaire is original you need not seek anybody's permission however if it is copied from somewhere permission has to be sought from the concerned in written through publisher.
Validation process of questionnaire should be comprehensive by using various psychometric tests such as internal consistency reliability, test-rest reliability, inter-rater reliability, face validity, content validity and construct validity.
