I think you start from OCR(Optical Character recognition ), OpenCV, Python are the best tool for this kind of purpose.
I already know Python very well, and I master most of Machine Learning algorithms, techniques. I know also some Computer Vision Techniques and I have a very good understanding and knowledge in Image Processing. My question was specifically about the latest research papers in the Arabic handwritten recognition. Though, thank you for your help Adnan Majeed , Krishnan M S .

Like , Alif, Bay , Pay, and so on
and then scan each alphabets of Arabic text in your separate folder
And then create a matching algorithm to scan each code.
