I am starting a project regarding the relationship between the use of simulated technology for teacher development and teachers' implementation of learned behaviors. What validated framework/theories would people recommend that we use to study related constructs. I usually use a social-cognitive framework, but I want to ensure that I am not missing a more appropriate, validated framework.

These last few comments present a trend toward advising you that you must first ground the research with a philosophical perspective that supports your theoretical assumptions and the hypotheses you generate from these perspectives.
All research is subjective no matter now hard we try to use objective and observable methodologies and procedures. The social-cognitive framework is not a single view -- it is often based on researchers' very different perspectives, beliefs, and assumptions.
We must be very open and transparent in all areas of the research but in my view, you must start with an examination of your own beliefs about learners and your own observations of how you and others behave in learning environments that use various types of technology-enhanced simulations.
You will realize that you have opened a 'can of worms; and at that point you really need to understand where the field is in its study of the phenomena in question.
