This query makes eminent sense: it is evident that investments in human capital are essential to achieve the Sustainable Development Goals. But, the direction, extent, means, applications, etc. of human capital development for the SDGs may well be insuperable, even if the (deceptively simple) definition of sustainable development is sound (and there are others). Realpolitik primes all?

I find this a weak definition - it really is a description, because it leaves too many of the terms undefined. And it considered relative sustainability - how to become more sustainable, without ever determining if the community actually is sustainable. It's like trying to ensure the Titanic sinks less quickly - I'd rather ensure that it floats.

I would look at sustainability in an absolute sense, and say instead that Sustainability is the capacity of the people of a community to meet their needs using their skills and time, and the resources, energy, and ecological function that come from the landmass that they are stewards (or co-stewards) of, in perpetuity. I can derive the units of measure for Sustainability from that definition, and I can work out the rate equations between the units for any given community.

Sustainable development is then a process of enhancing quality of life of a community by identifying and removing the barriers that prevent people from meeting their needs.

So, from that view, human capital is specifically at the core of the definition. Economic growth would be a side-effect, not a driver - a symptom of success, if you will. Social Progress and Environmental Stewardship would together lead to Regeneration. And I think that Regenerative Development is the only way to get to Sustainable Communities.

In addition, I believe there are more overlapped regions than the diagram has described. For example, there could be an overlapped region between 'human capital/capability' and economic growth. It has not been well captured by the word 'sustainability'.

At present, the concern of identifying an effective tech-based business model considering the Triple Bottom Line (TBL) approach is very critical. It calls for a new configuration or extension.

If you're looking at Sustainability from the perspective of 'Systems Management', a number of indicators are required to ensure that the expected and desired outcomes are occurring. TBL is a highly simplified indicator system, which is therefore fairly short-sighted.

If, instead, you're looking from the perspective of 'System Design', then you don't want to use any indicators, but rather the units of measure of the system being designed, and the rate equations between those units.

PSMII is balance approach, like TBL, that has been expanded on for design purposes, but doesn't really get into the units of measure of Sustainability.

Criteria based approaches, like Envision or BREEAM, rely on relationships that are established based on some specific (but usually unspecified) setting, and in any other setting, they provide a limited utility.

In all cases, the concept of Sustainability requires a community context - individuals and businesses are generally to ephemeral to be looked at from a perspective of multiple generations. Businesses can assist a community in being Sustainable, but they can't be Sustainable in-and-of themselves. Business can help a community meet its needs in a manner that can be maintained in perpetuity, but its up to the community to define needs for itself, find the boundary of those needs, and determine the obstructions that prevent its citizens from meeting those needs.

Ultimately, the minimum threshold of Sustainability is Needs Security (like the WEF Nexus, but across all needs), and that is dependent on Needs Sovereignty (ultimately the Wickedest of Problems) - but how that would be achieved has to be determined by the community and supported by business. Which means that any tool related to Sustainability at a business scale must consider the community context in which the business is part.

It's a balance approach, using 6 general topics. 3 are typical engineering aspects, and 3 are social/community aspects.

The strength of it is that it provides a way of incorporating aspects that are not part of the traditional engineering approach. The weakness of it is that the 'right' weighting between the aspects isn't something that is determinable. So while it is better than a single measure (like economic ROI), it can't provide solutions that are ideal for the community setting. And while it can be sure of generating a solution that is better than 'do nothing', 'do nothing' is generally not sustainable. A higher bar is required.

Human capital / culture is a very important element in the implementation of the plan to carry out the pro-environmental transformation of the classic growth, brown, linear economy of surplus to a sustainable, green, zero-emission economy of zero growth and a circular economy and a return to environmental sustainability. "Human capital" is always the basis of any concept involving the planet.

The concept itself of "sustainable development", like any other concept, starts from the so-called "human capital".

I think Human Capital concern both leadership (political, business, no profit), and "the base" (consumers, employees, citizens, volunteers, suppliers) who must all be very skilled / aware of SS values in order to implement all the actions aiming to the SS process.
