I am conducting study on urban land management policy implementation. I wish i will conduct interview with urban land office heads at districts and regions. I want also to distribute questionnaire for the beneficiaries accidentally who are coming for service to the office. However, i am afraid its appropriateness. so, how can i do?

This depends on the resources and time available. If possible then face to face interviews can provide better results in a topic that sounds as if open questions will bring better insights than standardized questionnaires.
It depend on your study extent, but i don't think you want to interview all districts and regions land officers. Select appropriate sample which will suit your research. Try to use Survey Monkey or google form as mentioned above in preparation of questionnaire. Apart from that expert opinion also should be considered
