I read some papers of turning experiment, many cases, the surface roughness decrease with an increase in cutting speed or spindle speed. But the authors did not explain the reason well.

The physical explanation is related to the mechanical properties. Ductile failure dominates at low speeds and brittle failure at high speeds. This is due to the plastic to elastic transition in the shear strength.
