Research funds in the developing world are limited and can be put to better use than paying page charges for journal publication. Hence a list of cited journals that are Open Access without page charges will be helpful to us all. For a start here are some journals based in Malaysia which accept papers in English from anywhere in the world.All of these are indexed by SCOPUS.
1. Academy of Science Malaysia Science Journal .
2. Pertanika Journal of Tropical Agricultural Science.
3. Pertanika Journal of Social Science and Humanities.
4. Pertanika Journal of Science and Technology
Most journals under Elsevier, Springer, Taylor and Francis, Wiley-Blackwell are free and most importantly peer-reviewed.

Elsevier and Springer are also free but provide support for Open Access options.

I updated the Elsevier list with a new column: Acceptance Rate, based on Elsevier Journal Finder results. In my view, there is a correlation between the Impact Factors and Acceptance Rate. As writers, we generally want a good Impact Factors Journal with higher Acceptance Rate. Thus, I make a new column, i.e., Acceptance Rate times Average Impact Factors. Hope this would be helpful.

For those in Agricultural Research, most articles in top journals are downloaded free using the FAO's AGORA and HINARI. Just locate the access code of your institution!
