For a novel pandemic virus is there always a second wave and if so is the second wave usually or always greater than the first?

In the 1918 flu pandemic and the 2009 H1N1 pandemic, second waves were worse.

There are hypotheses for this but my question is whether it's always the case for novel pandemic agents. More specifically, absent a vaccine can we expect an even worse wave of COVID-19 within a similar time-frame?

In my opinion, the ONLY reason we have had the 2nd wave is literally that there isn't a national mask mandate and people just do not realize it cannot be mitigated until everyone is on the same page.
