Is it possible to suck air naturally inside a chamber in a vehicle through a duct? the duct to send controlled pressure of air inside the chamber for varying speed naturally without using any additional parts.
You technically can; but i think you cannot control the pressure. Appropriate vane designs can allow more air circulation.
A simple roof top ventilation is analyzed in the following paper. However, we can make further design modifications to improve ventilation.

A simple flow analysis shows, varying air speed gives different mass flow rate at out of duct so idea of constant air pressure doesnt stands good.
