Certainly the export performance of Finnish exporters will be reduced and the government will face more economic problems in future. The dynamism of Finnish cos depends on innovations. Instead government takes the wrong decisions to squeeze education sector.

I am no Finnish and not even European to see what is happening in Finland. But my take in terms of the technical aspect of your study, is to see what industries are directly related with the reduction of higher education. Next is to locate substitute university skills that can still be used to drive innovation and exports. Last is to see what industries are indirectly affected by the said cut down. From there you can actually find the net of what you are looking for.
