Why are citations considered the most reliable tool for measuring performance of researchers? Are there any defects?

There are certain limitations for using citations as a performance indicator, for instance:

more fashionable areas attract more citations
in certain fields (e.g. some parts of mathematics) it may take a long time before the paper will be cited for a first time but this does not mean that the paper qulaity is low
publications in English generally attract more citations than publications in other languages, the quality of the results notwithstanding.
