I can certainly contradict your statement quite easily. Most - if not all - of the top-ranked theoretical physics and pure mathematics journals have very long refereeing processes, because of the complexity of the subjects, and the necessity to carefully check all the arguments. Where from have you got the idea that basic sciences are easier to publish in? To me it sounds absurd.
Science related journals not only relay on mathematics, theoretical physics. The probability of publications with higher impact in the basic science areas like chemistry, materials, nanotechnology and their allied fields are getting more chances to compare with core engineering works especially related to mathematical problems.
