Hi Michael, interesting question. However, I have no knowledge of such a project or activity. Currently, the only interchange I know about is the required public disclosure documents required for American Accreditation like AACSB and IACBE. Here, academic institutions are reflecting on their institutions improvement of outcome assessments of student learning across the different geographic locations around the world (that is, whichever, institution is undergoing the exercise).

Unfortunately, I do not know much on this subject. I know only that BSc training recently introduced to EU countries is an efficient instrument to decrease the standard of university training in Europe.

Globalisation has a negative connotation, as something promoting profit of international companies.

Humans should have their own space to allow them to be educated at their own pace. The final basic problem is how to combine global size with human size. Promoting local qualities interconnected with "network science" will give a first approximation.  

Dear @Michael,exchanging educational data is not a subject of any emerging international standards, as I am aware of.On a contrary, such data are very useful, weather we speak about bilateral exchange or multi-lateral exchange!

dear prof i think you need to clarify which data that going to be exchange is it academicaly related with amount of student lecturer and operational activity or data related to teaching learning activity using lms.

As far as i know if its data exchange have to be in same formated data or there are a generalize software that able to merge all type of data such as xml for web based related data or xbrl for finance and accounting.

Maybe we can do joint research on creating this and its framework.

From the original question it should be clear that I do not focus on LMS based data (there we have SCORM as a good example of exchange standard). So, I'm interested in the teachers' and students' data (performance, educational routes, grades, certificates, etc.), which have to transferred between educational institutions in different countries or regions with differing educational policies.

Michael, within the international formal standardization area there is currently some scoping work associated with Learning Analytics going on within SC36 -- that's sub-committee 36 of the Joint Technical Committee (JTC1) of ISO & IEC. It's brief is to develop international standards in the area of IT for Learning, Education, & Training  (ITLET).  This organisation was formed in 2000 & the ITLET domain has changed a lot in that period. SC36 has a good track record of internationalization but it needs to expand with more membership from SE Asia, Middle East, Africa, & South America. Providing input into this committee is limited to formal channels -- through National Standards Bodies.

Currently, there are about 20 participating National Bodies & a few "liaison organisations" such as IMS Global & the IDPF, who are also working in a related space for the next iteration of an open web portable document format called EDUPUB. IMS Global is also developing a specifications focused on learning analytics using "metric profiles" of learner user data.  see: http://imsglobal.org/caliper/index.html  It's somewhat easier to track what some of these other organisations are doing.  But the challenge, as you summarise it, remains. Engaging in the processes of international standards development is one way to ensure that local jurisdictional needs are met in "international" or "global" formats for data exchange

@Stefan, you are right in your observation that real teachers don't talk that way. This is because they usually have a local view on their data and don't need to talk about data exchange. This process is carried out by the institutional administration, which hopefully has skilled IT people who can do the job of transferring useful data. 

The term 'learning analytics' is a good hint.

Erasmus+ Programme has been developed under former Tempus programme for students exchange. "One of the basic rights each exchange student has is the full recognition of courses passed successfully abroad by the home university. Before leaving the home university, the participating student signs the Learning Agreement - a document that describes the programme of studies followed in the host university. At the end of the stay the host university should prepare for the student a document called Transcript of Records which confirms the completed studies' programme and the results.In addition, students can improve their language skills by participating in one of the Erasmus Language Courses offered at the universities. Before your mobility period, and after your selection, you will undertake an online language assessment that will allow your sending institution to offer you the most appropriate linguistic support...! I am not aware of fully automated support of educational data between institutions, but mobility of both professors and students will force such informational system for educational data exchange to be developed soon!

I have similar experiences as Dear@Ljubomir, we did students exchanged but the policy concern made difficulty of  accounting of students in and out flows. The collaboration just based on letter of intent.

The number of students pursuing studies abroad continues to surge as higher education institutions around the world vie for the best and brightest minds. But there is growing competition for students from emerging regional destinations that may offer more affordable and culturally-relevant programmes of study. 

The rise in internationally mobile students* reflects growing university enrolment around the world. In 2012, at least 4 million students went abroad to study, up from 2 million in 2000, representing 1.8% of all tertiary enrolments or 2 in 100 students globally. 

Central Asia, home to the most mobile student population, has experienced a steady rise in the number of students studying abroad. This group grew from 67,300 in 2003 to 156,600 in 2012, with the outbound mobility ratio more than doubling from 3.5% to 7.5%. These figures suggest that domestic tertiary enrolment has not kept pace with the growing demand for higher education.

In contrast, students from sub-Saharan Africa, who are the second most mobile, are staying closer to home. According to the latest data, 288,200 students studied abroad in 2012, up from 204,900 in 2003. But, in this period the outbound mobility ratio in the region dropped from 6% in to 4.5%. The shift suggests that domestic higher education systems are expanding steadily.

Three regions have relatively low outbound mobility ratios: South and West Asia, where 1.0% of tertiary students studied abroad), Latin America and the Caribbean (0.9%), and North America (1.4%)..."

What can we do? As I'm not a friend of downvoting answers, the only thing I see is to flag the profile, so RG staff may take some action.  We can unfollow the researcher, and we can block the researcher. I'm not really sure what the consequences are, and whether or not we can stop this kind of behaviour. After all, we are not 12-K here :).
