The value of current increases rapidly at the starting voltages due to which the value of fill factor and efficiency is very low. The only common layer between Dye and Perovskite Solar Cell is compact titania layer (in my case). Is this behavior due to the above said layer?

The graph you are getting is like diode characteristics in forward biased. I think you can interchange the terminals and measure the IV characteristics once again and see the results.
If you can share the procedure for TiO2 deposition then i might be able to answer better, the way you do measurements such as scan rate, bias direction also play big role. Since i am not familiar with this graph, but i can certainly guide on standard procedure to avoid, shorts, malfunctions in the device etc....
its clear from ur I-V that ur sapmle did not present photovoltaic properties , thats why u have th FF and effeciency tend to zero

I expect you solved the problem and enhanced your solar cells.
Your solar cell shows an S-curve pointing out the presence of high series nonlinear resistance in your solar cell possibly because of the high nonlinear resistance behavior of titania and conductive oxide contact or any other metal semiconductor contact in series with the active junction.

Hi,
The emerging PV, DSSC, PSC, ..., have the capacity effect and hysteresis effect. Therefore, I-V of the device show forward/backward can't overlap.
