Ethics of the publication fees: why to pay for publishing?

What justifies to pay for publications? Nowadays you find: journal with free publication, but not indexed; journal indexed, to wich you have to pay from 100 $ to 1000 $ and, the worse, journal to wich you have to pay publication fees and are not indexed! Is this ethical???
