I read lots of papers about moisture content but no one explain how these parameters will be estimated with this software. How can I estimate moisture content and soc using envi or erdas or arcgis?

soil moisture content (and likely also SOC) is a quantity that varies in time and space and, hence, it can not be estimated by knowing terrain or soil/land use attributes. Anyhow, several studies have attempted to find the relation between several controlling factors (elevation, soil texture, land use, ...) and the spatial distribution of soil moisture (e.g. Brocca et al., 2009, Geoderma, http://dx.doi.org/10.1016/j.geoderma.2008.11.004 among many others). You can try to use these factors to have a first guess of the soil moisture spatial distribution...
Are you interested in soil moisture, plant moisture, or fuel moisture (to predict fire danger)? Each metric uses a slightly different approach. Luca provided some information on soil moisture, but it you are interested in the latter two I can also point out a few more papers.

I am no expert in soil moisture. Typically longer wavelengths are necessary where water absorbs strongly.
