If you use TeX for documentation purpose, there is a package: \usepackage{circuitikz} available to have really nice looking schematic. The symbols should apply to standards, such as IEC. I haven't used it, yet, so I can't tell if it's straight forward to draw some circuitry by some kind of netlist syntax. But it seems very well.

You can use Proteus, PSIM, or Pspice to simulate this kind of circuit very easily.

• If you need simulation: LTspice (free) or Simulink (paid).
• If you need schematics only: KiCad or QElectroTech.
• For quick diagrams: Draw.io.
