State control vs. private ownership. What kind of benefits of each of these two types of ownership you observe in your country?

In a general analysis (and perhaps superficial) I resume the experience of São Paulo (Brazil):
- State: lowest tariffs; less expansion and maintenance;
- Private: higher tariffis; largest expansion and better maintenance.
But I believe that this is not a rule, and even here, needs a detailed analysis.

First of all, many thanks for your reply. I had similar thoughts and feelings. Maybe the question and answers may seem obvious, but Vanessa rose interesting subject of the rule and exemptions. I am sure that we can find interesting examples of pro-innovative and economically effective state-owned (or controlled) companies. Another interesting thing is state controll and r&d. How does the structure of ownership affect innovativeness of an energy enterprise?
