e-learning is not a new issue. No other option for learning in this crisis. It's difficult for poor and low-middle class group for whom using internet is just a luxury.
There are both positive and negative influences here and no one scale or measure will be comprehensive enough to fully articulate its impact. So, in terms of indicators, whatever is used will need to try factor for the cultural differences and resources that are available to schools - with that in mind too, every classroom is an entirely separate ecosystem and will have their own dynamics. For example, the incoming academic cohorts, especially those that are transitioning from one system to another (EQF levels, for example), are very much in need of support as we know that these cohorts are at greater risk of anxiety and stress - and this research has been around long before COVID19. This question also raises more in terms of technological infrastructure (of a school and a household), of burnout, engagement, motivation, to name but a few.
My suggestion would be to try to split the indicators into themes that focus on a combination of personal/psychological and professional/academic indicators.
I'd be more than interested in exploring this further and writing something if you and/or other colleagues here would be too.
I think that because of COVID-19, e-learning has become a mode of teaching very well known by everyone and across all countries of the planet. Of course, this mode has advantages and disadvantages. According to my knowledge, the application of e-learning can have very beneficial results in higher education, beneficial in the secondary cycle, and somewhat beneficial in other cycles (primary cycle). But in any case, the best teaching method is the blended learning (face-to-face and online teaching).
Student's feedback and comments could help. Also, feedback from the teaching staff who delivered the curriculum online. A third parameter is to conduct research studies assessing the impact on learning by using online learning.
Despite the popularity of e-learning among First World countries, Philippines is on the verge of great adjustment. At the moment, I perceived it as quantity over quality. Technological disadvantage has a huge impact in the delivery of education.
Trying to find the added value of education is a difficult one. What was the learning influence of the education, what other factors influenced the learning? And how to make the influence of education measurable? One needs pre- and posttests (to make sure you are not just comparing a group of already able students with unable students) and it needs control groups. The first you can ensure - in some subjects - but is usually neglected. The latter is usually neglected as well, when not it shows that novel ways of teaching could be distracting the students from the learning goal.
Teachers are those who transfer the knowledge and positively influence on the students. They are the driving force that motivate students. In this respect, teachers should use various methods, automated assessments, quizzes to stimulate students in the digital environment. Moreover, teachers should motivate students to participate in online projects, help students discover a new world that the technology can offer to them. Ss feedback and comments through the discussion forums also can help. We are using the digital platform Google classroom so all Ss online assignments is in one place and it is visible to both Ss and the teacher to receive comments and feedback.

E-learning becomes a part now of new normal. Soliciting the full support of the different stakeholders is necessary to achieve the ultimate aim of educational institutions, that is, to educate the youth which we consider the hope of our nation. Paradigm shift or change in our system is something that is difficult to accept, it requires process and patience but eventually thru unity there is nothing that we can not achieve. Adopting the new normal shows also how every person put value on the life of every individual, "we all care" and also it measures strong intention to continuously nourish the minds of young people despite of the different challenges encountered. Analyzing it, it all boils down to the love of every person to save humanity and the world from this pandemic.

In my opinion, e-learning is required to be adopted in this situation but it does not have any positive impact at all. Because, firstly, children who are not interested in studies do not listen anything at all and only connect to it to let the teachers and parents know that he/she is engaged in the call.
2ndly, Social-emotional attachments play a vital role in learning, which can not happen.
3rdly, Question-answer session can not be always possible due to poor internet connectivity or children's inattentiveness.
4thly, Children who do not want to answer any question tactfully cut the connection and plea for poor connectivity.
Student's learning needs vary widely. Therefore, we cannot say that one method is better than others. We need to use several methods to meet the learning needs of different students. Blended teaching may be able to help.
I agree with you that there are many calls to adopt e-learning, but there are many other calls to rely on mixed teaching or face-to-face teaching, but with certain controls.
