I am designing a simple patch antenna over a dielectric substrate

I have a substrate of 1.6 mm thickness , and my design is using 3.2 mm thickness, so i want to use two substrates , put the patch, and put a ground plane below one of them  .In simulation the patch antenna is working fine .

But when I fabricate it and measure S11 using VNA the results I don't get a good results, even I am putting the two substrates over each other and try to press them .

I think I am missing some fabrication step here , so if i want to make two substrates to work as one substrate, how can i stick them? should I put two copper layers? or what technique should i use?
