The journal “International Journal of Educational Technology in Higher Education” is definitely having a real impact factor (indeed as mentioned on their website of 3.08 (2019)).
See enclosed file (2470 International Journal of Educational Technology in).
I suspect that the reason for your observation is that Bioxbio is focused on bio-based fields (and not so much on social and educational areas). Furthermore, I personally rely more on the direct information from Clarivate sources then a relatively new service like this Bioxbio.
PS. One can fully trust information on Springer Nature websites. This reputed and well-established publisher cannot afford itself false information related to indexing matters.

Like the BioMed Central (BMC) journals it is part of the Springer portfolio. If you go to the about page of the journal itself and choose submission guidelines you find:

Interesting source to get an indication, but be careful with this one. The site:

indeed mention impact factors for various journals, but for example for the well-respected new journal FlatChem (Elsevier) they mention an impact factor of 3.91 . However this journal is not (yet) having an official impact factor from Clarivate.
Thing is (as you klick on the name of journal you are looking for) then you see that they mention the CiteScore (which is the metric based on Scopus database).
