Is it possible to create a mass with a charge? If the mass of the electron has an electromagnetic origin, would the charge be the starting point of this mass? What will be the mechanism then?

The Planck charge is a natural unit of electric charge defined by the combination of fundamental constants: $$q_P = \sqrt{4 \pi \epsilon_0 \hbar c} \approx 1.875 \times 10^{-18} \text{ C}$$
It is the electric charge at which the electrostatic force between two point charges is equal to the gravitational force between their masses, assuming that both charges and masses are equal to the Planck charge and the Planck mass respectively.
The Planck charge does not have mass by itself, but it can be associated with a mass through the concept of mass-energy equivalence. For example, if a photon has an energy equal to the Planck charge multiplied by the Planck voltage (the electric potential difference across a Planck length), then its mass-equivalent is equal to the Planck mass. Alternatively, if an electron has a charge equal to the elementary charge (which is about one-ninth of the Planck charge), then its mass is about one-ninth of the Planck mass times the fine-structure constant (which is a dimensionless number that measures the strength of the electromagnetic interaction).
It is possible to create a mass with a charge, as long as the total energy and charge are conserved. For example, a proton and an electron can combine to form a hydrogen atom, which has a mass slightly less than the sum of their masses (due to the binding energy) and a net charge of zero (due to charge conservation). However, it is not possible to create a mass with a charge greater than the Planck charge, because such a mass would be unstable and decay into smaller masses and charges.
The origin of the mass and charge of elementary particles, such as electrons, is still an open question in physics. One possible explanation is that they are derived from quantum fluctuations of fields in vacuum, and that their values are determined by symmetry breaking and renormalization processes. Another possible explanation is that they are emergent properties of more fundamental entities, such as strings or loops, that vibrate or rotate in higher dimensions. The exact mechanism and relation between mass and charge are still unknown and subject to further investigation.

The article also uses an alternative definition of the Planck charge q_0=\sqrt{ℏ/Z_0}. It equals the effective value of a temporal function and is directly connected with the other Planck values (e.g. the Planck mass), regardless of whether they are "fundamental" or not. That means, even ℏ is a temporal function. The article contains a model of the Planck charge moving in its own magnetic field with expansion.

The "official view" that I gave in my post has no proof so the view exposed in your preprint is as official as any other one at present.
I can think that the charge can have a spatio-temporal property. If this turns out to be real, the charge could be the cause of the mass, specifically the mass of the electron.
The mass of the Planck charge should be the Planck mass as well as its radius should be the Planck length. The bad news: The Planck charge has been unfavourably defined as (2hcεo)^½ The above mentioned statement applies only for a differing definition as (ħ/Zo) ^½
About ''The bad news'' are they yours? Want you to say that there is something wrong with the formula (2hcεo)^½ and that the correct one is (ħ/Zo)^½. But is this last formula new? Is there a new theory? If so, what is the formula and value of Zo? In the theory where (ħ/Zo)^½ does the ratio h over reduced h remains equal to two Pi?
