Does the New species described in Ph.D Thesis which is also available in open source online, can be considered as validly published species ?

I am referring to Items in Shodhganga (http://shodhganga.inflibnet.ac.in).

there are many new species are described and named, can i consider this species as validly published species? in content they have given latin diagnosis also.

Merely publishing a new species in one or other journal cannot guarantee you the "valid species" unless and until it has a complete authentic taxonomic description of a species with supporting molecular data strengthening the case.
