A material found where electric field induces a magnetization, and a magnetic field induces a polarization. This is against the ordinary material where polarization is induced by electric field. Does that mean we need new electrodynamics to explain this instead of inventing particular ansatzs to resolve this problem only?
Of course not! Maxwell's equations say nothing about material properties and, therefore, need not to be changed. Material properties are introduced by the constitutive equations. Note, that in case of materials with non-zero optical-rotation tensors an electric field is able to induce magnetization and a magnetic field is able to induce polarization...

Article Is the electromagnetic field in a medium a fluid or a wave?
It could be difficult to describe/model such material structures in what we usually mean by a fluid. On the other hand, distribution of the fields by concepts of fluid mechanics is in agreement with some light flows and uniaxial electrodynamics, but the interaction with boundaries appears to be more discrete and a bit remote, compared with fluid-structure interaction.
