Yes, the critical chloride content is influenced by the pH of concrete (of the water in the concrete pores, to be precise). The lower the pH, the lower the critical Cl content. More important, however, is the form and presence of humidity (saturated, spraywater, splashes etc.) - capillary suction prevails.

There is a function published by Erlin, B. - Verbeck, G.J. (1975) between the ratio of chloride ion and hidroxide ion concentration in pore solution regarding to the probability of corrosion. Attached please find the figure - sorry because I only found the Hungarian version, this is translated on the 2nd slide.

(Chloride ions can affect the pH value, e.g. part of chloride originated from sodium chloride can bound chemically by CAHs increasing the pH value.)
