One of the outstanding properties of PVP is its universal solubility both in

hydrophobic and in extremely hydrophilic solvents (Table 2). To produce solutions

of PVP from powder, it is advisable to add the powder to the solvent

in portions while stirring; in this way, formation of lumps of powder can be

avoided.

When using higher molecular weight PVPs and also when producing more

concentrated solutions, the rate of dissolution can be significantly increased

by raising the temperature to 50 °C – 60 °C.

For dissolving 100% hydrolized PVA, you'll need a mixture of solvents, since this

type of PVA is only soluble in water and slightly soluble in ethanol. If your PVA still has a reasonable amount (40% -60% ?) of acetate groups, it may be dissolved in ethyl acetate. In this case, ethyl acetate. DMSO and DMF will be good solvents for PVA.

PVA is less soluble in THF, but it is still able to form hydrogen bond between hydroxyl groups and oxygen atoms in THF.

PVA is soluble in both hydrophilic and hydrophobic solvents, depending on the nature of the solvents the solubility differs. DMSO is very good for PVA.
