Education is a long ending process . the Pre-service education is carried on for preparing different types of teachers. it gives the initial eligibility to become a teacher. However for continuous up gradation and developing professionalism among self, the inservice training is needed. in-service training is must for continuing teachers and other educators which commences after initial professional education is over. this leads to the enrichment and improvement of professional competence of teacher throughout their professional careers. the following link may be useful for developing more insights into the subject.

yes sometime you need pre training for specific courses and sometime in-training is needed for courses. training matters in delivery quality and knowledge updates.
just one of many (!) examples of the differences concerning prospective & in-service teachers you can find:
Chan (2007): General, collective, and domain-specific teacher self-efficacy among Chinese prospective and in-service teachers in Hong Kong. Teaching and Teacher Education 24, 1057–1069
Self-efficacy in return has an impact on almost every aspect of teaching, from classroom management to inclusive education.
In the course of my duties, I have overseen at least four schools, from elementary level to high school. In each of these schools, I have organized out-sourced as well as in-house courses/workshops to teachers on a variety of subjects - from teaching math to learning to love science to communicative English to dealing with children with LD.
The workshops/seminars proved to be useful in enhancing their skills as well as giving them new directions and solutions to issues that they were otherwise debating about. The end result, improvement in the overall development of children of these schools, was satisfying. There is however, something that I would like to add. Instead of merely borrowing pre-packaged courses or contents, it would be necessary to evaluate the needs of our staff and tailor-make the packages. A content that is relevant to their professional life and experience is always well received.
That's about my opinion on the subject of your query. Hope this is of help.
