I have doped KCaVo4;Sm with PMMA but it has very low intensity as compared to the pure phosphor. Intensity of pure powder is about 1000 a.u. whereas that of film is 15 a.u.
probably, your vanadate's phosphor has excitation band at 250-300 nm; in this optical range PMMA has low transmittance (electronic transition n–π* of aldehydic carbonyl group occurs at wavelength ~276 nm). In other words, the layer of PMMA prevents the nanoparticles’ excitation and drastically decreases their emission of course.
