Higher education commission only accept paper with impact factor, and not accept scopus indexed journal, Does HEC accept Emerging Science Citation Indec (Web of Science) for for recruitment and promotion.
Instead of worrying for HEC criteria, why not to challenge HEC role as a Regulatory Authority? I am confident that one can win the case in Court of Justice.
Agree with you, they dont even cosnider SCOPUS, which is accepted throughout the world!! This will truely discourage researchers to publish their research work, who cant get get in to Impact factor journals!! I wrote the same question to HEC but they did not bothered to reply back.
there are many examples..... the publications are not indexed and they have been promoted to associate and full professors. Scopus is recognized in whole world and you will not see such criteria in Pakistan.. HEC should include in its abstracting and indexing
Unfortunately the policies of HEC regarding journal publication are blur and ambiguous, which also discourgae and mislead researchers in publishing their work in a pakistani lower ranked journal than publishing in scopus journals. Hopefully they revisit their policies on publications.
