I think yes you need resources to show the shortcomings of old theories that the new theory will try to address and develop
Sources are needed so that a comparison of existing theories can be made and superiority, if any, of the new theory can be elucidated.

Yes indeed. Sources can be in the form of empirical evidence you'd discovered, dataset collected from your earlier research to support your new theory as well as rigorous literature review you'd completed on other existing theories to support your new theory - another words, your theory is underpinning on other theories / theoretical frameworks rather than "born" in the vacuum.
Yes, why not. Every new theory must discuss the preceding theories with the strong points and drawbacks to prove its competence( of the new theory).
