Unfortunately, there is NO standard method for making synthetic water.

However, there are different methods for the production of water, no one is currently used for industrial capacity:

1-From a reaction of hydrogen and oxygen gas in the presence of spark:

Water is made of two hydrogen atoms attached to an oxygen atom. This seems like pretty basic chemistry, so why don't we just smash them together and solve the world­'s water ills? Theoretically, this is possible, but it would be an extremely dangerous process, too.

To create water, oxygen and hydrogen atoms must be present. Mixing them together doesn't help; you're still left with just separate hydrogen and oxygen atoms. The orbits of each atom's electrons must become linked, and to do that we must have a sudden burst of energy to get these shy things to hook up.

Since hydrogen is extremely flammable and oxygen supports combustion, it wouldn't take much to create this force. Pretty much all we need is a spark -- not even a flame -- and boom! We've got water. The hydrogen and oxygen atoms' electrons' orbits have been conjoined.

But we also have an explosion and -- if our experiment was big enough, a deadly one.

2-Distillation of sea water produce clean water and leaves huge quantities of salt in addition to the high cost of the process.

3-Filtration which is able to let water molecules to pass and leave ions on the membrane. Again this method is costly.

4-From combustion of alkanes to yield water and CO2. This method produces carbon dioxide which harms the environment.

Significance and Use

4.1 This substitute ocean water may be used for laboratory testing where a reproducible solution simulating sea water is required. Examples are for tests on oil contamination, detergency evaluation, and corrosion testing.

in order to synthesis artificial seawater or produced water, no standard method is available. please see the attached link. As it is clear, to make a seawater, distilled water is mixed with some salts to produce the desired salinity and pH. if we use this method, you should consider a specified produced water and in you beaker add some salts and color to get the desired COD, turbidity, oil & grease content, pH and etc.

I believe u mean making of artificial sea water, as there is currently no standard for synthetic water. However, in the standard to use, which I will recommend is ASTM D1141-98 (2003) “Standard Practice for the Preparation of Substitute Ocean Water”
