Very interesting question. My many years background in shipyards in South Asian and ASEAN countries. I always exclude Japan and Korea from this as they have a superb technology in Shipbuilding. The rest South Asian (mainly India, Pakistan, Sri Lanka and Bangladesh) and ASEAN (mainly Singapore, Malaysia, Indonesia, Thailand and Vietnam) are somehow active in Shipbuilding.

The above mentioned shipyards has one philosophy of remaining competitiveness is through cheap labour like less than 2 US Dollars a day in South Asian and between 1 - 2 US$ for an hour in ASEAN countries. Green shipyard is not attractive when your profit making driving force is using cheap labour.

I am not aware of any Green Shipyard Technology initiative but there is a sense of belonging in that aspects in some shipyards in some countries but as I said that the incentive is still from cheap labour!

I am aware some shipyards and design houses design TUGs with LNG; a little living bomb dealing with a large ship. Why not diesel electric for such a tiny boat? LNG could be for OSVs and other merchant ships. Again, Green Ship technology (GST) for existing and new ships are different. For new ships, first start with hull. For existing ships, solutions are varied and depends on ROI. Some shipyards might be working in that line for existing ships in some ASEAN countries.

Tax incentive and other bonuses are imperative for shipyards to be Green. There are enormous ways to save many kWs every hour in a shipyard and also generate additional kWs every hour. The urge is too little to notice.

But how about Singapore Sir? The Green Port Program (GPP) of Maritime Singapore Green Initiative on 1 July 2011 to encourage ocean going vessel calling at the Port of Singapore to reduce the emission of pollutants. The Maritime and Port Authority of Singapore said the GPP effective on July 2013. Is already Singapore applied the GPP to their port and also the Green Ship Programme in Singapore  is already applied to the ship in Singapore. The MPA will provide incentives to ship owners who adopt energy efficient ship designs that reduce fuel consumption and carbon dioxide emissions. Singapore-flagged ships which go beyond the requirements of IMO's Energy Efficiency Desgn Index will enjoy a 50% reduction of Initial Registration Fees (IRF) and 20% rebate on Annual Tonnage Tax (ATT) payable.

Yes, in port operations, Singapore has initiatives. MPA took this initiative a few year's back. I have not seen any in shipyard technology yet.
