My dissertation seeks to determine the extent to which various types of school-related social capital are related to mathematics achievement among Black males and White males in secondary settings. Our structural equation modeling design utilizes AMOS SEM software with a SPSS data set.
My dissertation committee and I have been granted permission by NCES to use personal information from the HSLS:09 study. The data set includes information that is multileveled, stratified, etc.,. In addition, it is replete with differential response rates, unequal probability outcomes, missing data, etc.,.
The data set includes a variety of weights that we are not sure how to apply for our analysis. Any suggestions?
If it's on spss it should open on AMOS because it's like a plug-in.

AMOS does not directly support weighted data. See this IBM post for a work-around by which you may still run your analyses, albeit from correlation or covariance matrix rather than "raw" data: https://www.ibm.com/support/pages/amos-wont-use-case-weights-spss

Please check on your research method. If it is qualitative then AMOS if others then use SPP/PLS. Precisely both of them will give you exact values.
However, AMOS will provide structure model.
