We are trying to submit a review in the German journal Archiv Tirzucht but in the instruction for authors section it is said that during the promotional period there is no fee for publication.

I did it earlier today but the answer was exactly the same as the text in the Instruction for authors.
The Journal switched from a pure print to a online-version some times ago. The aim is obviously to move to a cost-covering status; that means the authors have to contribute to this aim by fees. But actually the promotion period (the time to make the journal more popular in the scientific community) still consists so that the best You can do is to submit Your manuscript immediately (without the need to pay anything for the publication).
