In my view, case studies of educational experiences are in general discipline bias, either ‘pedagogy’ or ‘management’ centered. One consequence of that is not having an interdisciplinary perspective that comprehensively considers the managerial dimension of the work of creating a new university program.

I've just finished reading the article. What a pleasure!
It’s a well of knowledge about the profession of scholarship. Undoubtedly, academy is part of the problem of management the creation of a new bachelor. Still there are other parts missing.

I think creating a new undergraduate degree programme is a difficult process as you will need to ensure that you encompass elements that you think your industry (in your case in Catalonia, Spain) needs. Ultimately, whilst emphasis on entrepreneurship is important, you might want to ensure that you have industrial or vocational specialization.
For example, at NTU (my alma mater), the Business school has multiple areas of specialization, but they are industry focused. We've got specialization for strategic communication, accountancy programmes prepare them for auditing roles, and even Analystics and Forensics.
So, you can't just prepare something by sitting in your office, I highly recommend forming a committee of industrial leaders from Spain, and gathering data in terms of what skills are actually necessary and then formulating a academic programme (citing their views as endorsement) that meets industrial requirements.
Anyone can study, you don't need a degree to know things. But to align your undergraduate or graduate programme to suit the industry's needs is a challenging task. Hope this helps, remember, it's about preparing these kids to meet industrial needs - education is always there, you don't need a degree to be educated, but skills are scarce and needed skills for the right processes are a challenge.
