Florida suggested in his "Cities and the creative class" (2005) some indicators: e.g. bohemian index, gay index. The idea of the measures was to identify, how "open" the society is. Florida founded “a strong connections between successful technology- and talent-harnessing places and places that are open to immigrants, gays, and racial integration”.

The key spatial planning  tool you need is a map, illustrating social disadvantage, bight, crime and poor school performance.  The reality is most regional councils struggle to fulfill minimalists statutory mandates.   Long-term planning is stymied by political infighting, policy flux and lack of investment funds. Rather than esoteric 'creative' precincts for metropolitan elites, national-scale basics like good governance and universal access to quality education and healthcare need to be addressed.   Instead, more sprawl reinforces spatial injustice.
