Brigitte, I am trying to locate an assessment tool that assesses a teacher's knowledge of the components and development of reading comprehension, their understanding of how these can be used to improve learning and their ability to apply these in the teaching of reading to ensure comprehension is learnt. The following gives you an indication about the type assessment I am after. It is taken from the Moats & Foorman (2003) Measuring teachers' knowledge survey, Form #3.

The following are ways to increase reading fluency:

a. Extra practice writing and reading complex phonic elements

b. Repeated readings of easy text

c. Both of the above

d.  Neither of the above

I am not looking for an assessment that tests a teacher's ability to comprehend. I hope this is clearer.

To follow onto the previous answer, if you are looking for ways in which to increase comprehension for foreign language learners, I would highly recommend the practices of Focal Skills approach to language learning. I taught this method for multiple years and we consistently found near fluent results.

In the absence of a good test for teachers, I would recommend a test normed on secondary students such as the SAT or ACT. or an achievement test on reading comprehension at high school level.  You will be surprised by the results, with a wider range of responses than should be expected.
