Does anyone know how to control the bit rate in H.265 (HEVC) the nes video coding standard?

I have the HEVC running in visual studio 2010 (finally). I have included the configuration file but when I try to change the bit rate always produces the same output size file. Even though I changed the bit rate from 50 to 600 kbps. Has anyone already run the encoder for different bit rates?
