The materials may be organic or inorganic. In fact, I also considered the materials like Al2O3, SiO2, and so on, because those materials are believed to be acidic oxide and can be easily dissolved in alkali. However, all of them are difficult for dissolving in alkali at room temperature.

Nanotube-reinforced Poly(vinyl alcohol). This is a hard material & is soluble in water as well. Carbon nanotube is used to strengthen PVA.
