The study conducted by Dr. Tanzeela Khalid on Faculty perceptions about roles and functions of a department of medical education is similar to your posted question. Dr. Khalid used Mixed method (sequential exploratory design). In his mixed design the findings from the analyses of qualitative and quantitative data were integrated in the final interpretation phase to draw a conclusion. I would advise you to conduct qualitative research design. I performed a study interviewing doctors, nurses, students and parents to gather information about the current status of our "hidden curriculum" of our pediatric department.
The paper will be published soon. Referring to our results surprisingly it is more about the people in your department and the attitude of the actual working environment that influences expectations on medical educations. I would start to collect these information and develop your strategy afterwards.

I am also conducting a qualitative study now. i am planning focus group discussions with faculty members but I have found a questionnaire too which was designed by a Pakistani medical educationist but i need suggestions to validate it. would you suggest different methods to validate it kindly?
